Fixed slats cost less and look more traditional against a timber home. Adjustable louvers let you close the roof against rain and dial shade through the day, and they are usually the right call on a west-facing space.
A fixed-slat pergola will not. A closed louvered roof will shed a normal rain shower. If staying dry matters more than open sky, a solid-roof pavilion or patio cover is the better structure.
Yes, and it is common over a back patio or a walkway. The attachment has to be flashed properly into the existing wall, which is where most retrofit pergolas eventually leak.
